Navigation council on the Żuławy Loop and the Elbląg Canal in Nowy Dwór Gdański

On 20 March 2018, in the conference room of the Żuławy History Park at Nowy Dwór Gdański, a meeting of administrators of water sport infrastructure of the Żuławy Loop (Pętla Żuławska) and the Elbląg Canal was held. The aim of the meeting was to identify the development barriers, navigation obstacles and other issues associated with boating on the Vistula Delta and the Elbląg Canal. An inventory was also made of the actions taken to date by the central and local administration. Towards the end of the meeting, preparatory measures for the opening of the 2018 boating season were also discussed.

 

The welcome and introduction to the meeting were delivered by Nowy Dwór Gdański County Head Zbigniew Ptak. Next, Pętla Żuławska Company CEO Michał Górski presented the title of the Żuławy Loop Honorary Ambassador to, among others, Krystiana Chabska of the Sztutowo Local Tourism Organisation, Marcin Forkiewicz of the Gdańsk University of Technology and journalists of Radio Gdańsk. This special distinction is awarded for outstanding contributions to the Żuławy Loop. The honourees to date include: Nowy Dwór Gdański County Head Zbigniew Ptak, Polish Senator Jerzy Wcisła and Łukasz Krajewski of Żegluga Wiślana. 

 

In the next part of the meeting, Pętla Żuławska Company CEO Michał Górski emphasised how attractive the waterways of the Vistula Delta are, presented the decisions on boating traffic arrangements in waterways and the results of marina operations. The CEO remarked that it was pleasing to see an increase in the annual figures on the number of tourists and boaters who visit the ports and marinas on the Żuławy Loop.

 

Further on, Director of the Regional Water Management Authority (RZGW), Gdańsk, Krzysztof Roman presented a report on his organisation’s 2017 activities and on those planned for the coming years in terms of developing the waterways of the Vistula Delta (repair work on the Przegalina lock, construction and repair of groins on the Vistula, the flood gate on the Tuga, improvement of the depth conditions on the Königsberg Vistula (Wisła Królewiecka). The participants were especially interested in the repair work on the Przegalina Barrage. The information presented by the Director of RZGW Gdańsk has it that the lock repair work will begin in October 2018 and should take 6 months. After that period, work will continue on the structure but will not impact boating traffic. The reform of the Water Law was also discussed, along with the key changes, including structural ones, which impact water management.

 

In the opinion of the Construction Coordinator for the Vistula Spit Canal Wojciech Żurawski, some of the key challenges will be to produce the technical documentation and, subsequently, to build a waterway connecting the Vistula Lagoon with the Bay of Gdańsk, to build breakwaters in the Piaski fishing harbour, to remodel the passenger pier in Krynica Morska and to improve navigability in the estuary section of the River Pasłęka.

 

Director of the Inland Waterways Authority in Gdańsk Marian Kidaj drew the listeners’ attention to training and education for the charterers of houseboats which may be operated without any motorboat licence. He emphasised that each year there are more and more cases of people who are unfamiliar with boating regulations, who go over the speed limit on waterways or have serious issues with manoeuvring a vessel inside a lock. The Authority announced that this year there will be more frequent inspections of boaters (for speeding and to check their knowledge of boating regulations).

 

There was also a discussion of the preparation to this year’s tourist season, the opening hours for drawbridges, pontoon bridges, railway bridges and locks. The proposed changes in the operations of these structures, which have a significant influence on the freedom of using inland waterways by tourists, were discussed. There was a presentation of water sport community requests and feedback on making boating easier in the Żuławy Loop waterways. The main expectations, as indicated by the owner of the zalewwislany.pl web portal Piotr Salecki, include the signage of electric power lines in marinas and the removal of signs when overhead lines are no longer present. The meeting’s participants were concerned by the matter of obtaining water-law permits both on inland and marine waters in light of the new Polish Water Law.
